RULES and REGULATIONS

 

The Cabot Youth Baseball program is affiliated with Babe Ruth League, Inc., which includes the Cal Ripken Baseball (formerly Bambino) league   These organizations have adopted the Official Baseball Rules, published by the Commissioner of Baseball, as their primary playing rules.  However, some modifications to these rules have been made by the respective youth baseball organizations in order to adapt the game to fit the needs of their young participants.  

Some of the rule differences pertain to the dimensions of the playing field and playing equipment.  Other rule changes are intended to enhance safety and prevent injury.  These modifications are published by the organizations as addendums to the official rules and are distributed to their affiliates each year.

In addition to these rules and amendments, the youth baseball organizations publish regulations that govern the conduct of league affiliates and stipulate the requirements for affiliation.  These regulations may also direct the organizations' official tournament playoff system for their respective national championship tournaments.

Finally, the local league affiliate may enact "local league rules and regulations" that further define the playing rules and methods of operation for the independent locality.  The national organizations generally allow local league affiliates the authority to enhance their rules, but may require a formal waiver from the parent organization before major changes may be made. Some rules may not be waived - such as restrictions on the rules governing the frequency of use of young pitchers, which is intended to prevent arm injury.

The following sections outline the rules and regulations under which the Cabot youth baseball program operates.

OFFICIAL BASEBALL RULES

The Official Baseball Rules are published by the office of the Commissioner of Baseball and are written to govern the playing of baseball games by professional teams.   The rules are divided, as shown below.  Click a rule link to see the official rules.

The rules of baseball have evolved into a complex code which may be difficult to understand due to the "legalistic" manner in which it is recorded.  A rule often may be unclear as to its intent and thus be subject to interpretation.  The Case Book of the Official Playing Rules Committee was created to provide insight into the committee's intent when drafting the official rules.  

Note:  The Playing Rules Committee, at its December 1977 meeting, voted to incorporate the Notes/Case Book/Comments section directly into the Official Baseball Rules at the appropriate places. Basically, the Case Book interprets or elaborates on the basic rules and in essence have the same effect as rules when applied to particular sections for which they are intended. This arrangement is designed to give quicker access to any written language pertaining to an Official Rule and does not require a reader to refer to different sections of the Official Baseball Rules book in considering the application of a particular rule. Case Book material is usually printed in smaller type than the rule language.  The Official Playing Rules as published in the Babe Ruth League rule book incorporates the case book comments in an italic type.


A lack of understanding of the rules of baseball and the resulting incorrect interpretation may be the primary cause for disputes which sometimes arise during the course of a baseball game.  It is incumbent upon umpires, coaches, and players to learn the rules and to study the case book in order to properly conduct themselves during a game.

The Cabot Youth Baseball Association is the current operator of the Cabot youth baseball program through an agreement with the Cabot Parks and Recreation Department.  The CYBA is a non-profit organization formed for the purpose of administering the youth baseball program in Cabot, Arkansas.  The Cabot youth baseball rules and regulations are separate from the by-laws which govern the organization.  For a copy of the CYBA By-laws, which are part of the public domain, click the link below.
